The current rules in England allow an outdoor unit of up to 1.5 cubic metres on a house, or up to 0.6 cubic metres on a block of flats. On a flat roof the unit has to sit at least one metre from the outside edge and pitched-roof mounting is not covered. Historically air conditioning units needed planning permission however since 29 May 2025 the rules were widened to cover units that heat and cool, which is why we often specify a reversible heat-pump system: it keeps you inside permitted development where a cooling-only unit would not.
